چکیده

یازده سپتامبر و حمله آمریکا به عراق و افغانستان زمینه‌های تغییر در راهبرد کشورهای خاورمیانه را فراهم آورد. عربستان که به لحاظ ماهوی به تأمین امنیت از سوی آمریکا وابسته است، پس از این حوادث به دنبال بازنگری در راهبرد منطقه‌ای و متنوع سازی منابع امنیتی خود برآمد. این تغییر راهبردی به واسطه درک رهبران جدید عربستان از تغییر موازنه قدرت از غرب به شرق بوده است. ظهور قدرت-های نوظهوری مثل چین و وابستگی‌های سیاسی، اقتصادی و امنیتی متقابل میان کشورهای منطقه و قدرت‌های نوظهور، زمینه را برای گذار از جهان تک قطبی به چند قطبی فراهم آورده است. پرسش پژوهش حاضر این است که دلایل تغییر در راهبرد منطقه‌ای عربستان سعودی چیست؟ براساس فرضیه طراحی شده، سه عامل مهم رو به افول نهادن جهان تک قطبی و پایان حمایت‌گری آمریکا، تلاش روسیه برای بازیابی قدرت فرامنطقه‌ای خود و خیز چین برای تبدیل شدن به یک ابرقدرت جهانی باعث شده تا عربستان ضمن بازنگری در راهبرد منطقه‌ای خود از این فضای ایجاد شده به نفع خود استفاده کرده و در راستای منافع ملی و توسعه سیاسی و اقتصادی روابطش را با همسایگان بهبود بخشد. در نتیجه راهبرد دولت قدرتمند جایگزین راهبرد منطقه قدرتمند با مشارکت و همکاری همسایگان شده است.

چکیده [English]

After years of conflict with Iran, Saudi Arabia resumed itsrelations with Iran with the mediation of China. This changein the strategyof Saudi Arabia was due to the understanding of the new leaders of this country about the change in the balanceof power from the West to the East.In fact, the emergence of emerging powers such as China and mutual political, economic and securitydependencies between the countries of the region and emerging powers have provided the ground for the transition from a unipolar world to a multipolar world. Based on this,the question of thecurrent research, which is organized in a descriptiveandexplanatory method, iswhat are the reasons forchangein Saudi Arabia's regional strategy?Based on the designed hypothesis, the three important factors of the decline of the unipolar world and the endof American protection, Russia's attempt to recover its extra-regional power and China's rise to become a global superpower have causedsaudi Arabia to reconsider. In its regional strategy, use this created space to its advantageand improve its relations with its neighborsin line withnational interests and political and economic development. As a result, the strategy of astrong government has replaced the strategy of a strong region with the participation and cooperation of neighbors.
