چکیده
بررسی سیاست خارجی مصر به عنوان کشوری عربی، اسلامی و آفریقایی و کشوری تأثیرگذار
در خاورمیانه اهمیتی خاص دارد. عوامل سازنده، تغییر دهنده، استمرار و تغییر سیاست خارجی مصر،
شباهتها و تفاوتهای آن با دیگر کشورهای منطقه همواره مورد توجه صاحب نظران بوده است .
برداشت » پرسش اصلی مقاله حاضر این است که چگونه سیاست خارجی سادات و مبارک بر مبنای
شکل گرفت. مقاله حاضر با استفاده از ابزارهای تحلیلی که نظریه نقش در سیاست « از نقش ملی
خارجی ارائه میدهد، سیاست خارجی سادات و مبارک را بررسی می کند و با استفاده از روشِ
ردیابی فرآیند که در آن توالی علّی رویدادهای سیاست خارجی و تکوین برداشت از نقش ملی نشان
داده میشود، برآن است که برداشت از نقش ملیِ متفاوت رؤسای جمهور مصر به اجرای سیاست
خارجی متفاوتی توسط آنها منجر شده است. یافتۀ اصلی مقاله این است که تکوین نقشِ
فرعونگرایانه در دوره سادات و نقشِ دولت پاسدار همبستگی اعراب در دوره مبارک به اجرای
نقش متفاوتی در عرصه سیاست خارجی توسط سادات و مبارک انجامید.

چکیده [English]
Egypt’s foreign policy as an Arab, Islamic, African country and an influential
actor in the Middle East has always been an important issue and its constitutive
factors, changes, and continuities in the course of time have attracted students of
foreign policy and the Middle East. This article explores the ways in which
Sadat’s and Mubarak’s foreign policies were formed on the basis of their
perceptions of Egypt’s national role. Within the analytical framework of Role
Theory and by relying on process-tracing method in which causal sequence of
events are examined, the article shows how the two presidents’ foreign policy
differences can be explained by their different role perceptions. It is argued that
while Sadat followed a Pharaonicist national role, Mubarak’s perception of
national role was that of the guardian of Arabs’ solidarit
