چکیده

جهانی‌شدن، به‌عنوان یکی از تحولات پیچیده عصر حاضر، سبب شکل‌گیری یک شبکه جهانی وابسته و متعامل گردیده است. یکی از ابعاد برجسته جهانی‌شدن، توجه فزاینده به مسائل زیست‌محیطی در سطح جهانی است. در این زمینه، کشورهای عرب حاشیه خلیج فارس، به‌ویژه عربستان و امارات، به‌واسطه پیوندهای اقتصادی خود با بازار جهانی، همواره تحت تأثیر روندهای بین‌المللی قرار داشته‌اند. به همین دلیل، اقتصاد سبز به‌عنوان یک استراتژی اساسی در سیاست‌های توسعه‌ای این کشورها جایگاه ویژه‌ای پیدا کرده است. بر این اساس، هدف پژوهش حاضر، بررسی تأثیر جهانی‌شدن بر سیاست‌گذاری اقتصاد سبز در عربستان و امارات می‌باشد. بنابراین این سوال اساسی مطرح می‌شود که جهانی‌شدن چگونه فرایند سیاست‌گذاری اقتصاد سبز در کشورهای عربستان و امارات را طی سالهای ۲۰۱۵ تا ۲۰۲۴ تحت تأثیر قرار داده است؟ فرضیه مطرح در پاسخ به این پرسش این است که جهانی‌شدن با فراهم‌سازی بستر پیوستن این کشورها به اقتصاد جهانی، زمینه سرمایه‌گذاری در انرژی‌های تجدیدپذیر و توسعه زیرساخت‌های سبز را ایجاد کرده و این کشورها را به رعایت توافقات زیست‌محیطی و حرکت به‌سوی اقتصاد سبز سوق داده است. برای آزمون فرضیه از روش آمیخته و تکنیک فرآیند‌یابی استفاده شده است تا مکانیسم‌های علّی تأثیر جهانی‌شدن بر سیاست‌گذاری اقتصاد سبز در این دو کشور تبیین شود.

چکیده [English]

Globalization, as one of the complex transformations of the modern era, has created an interconnected global network. One key aspect of globalization is the growing focus on environmental issues worldwide. In this context, the Arab countries of the Persian Gulf, particularly Saudi Arabia and the UAE, have been influenced by international trends due to their economic ties with the global market. As a result, the green economy has become a vital strategy in their development policies. This study examines the impact of globalization on green economy policymaking in Saudi Arabia and the UAE. The key question is: how has globalization influenced green economy policymaking in these countries from 2015 to 2024? The hypothesis suggests that globalization, by integrating these nations into the global economy, has encouraged investment in renewable energy and green infrastructure. It has also pushed them toward compliance with environmental agreements and a transition to a sustainable economy. To test this hypothesis, a mixed-method approach and process-tracing technique have been used to analyze the causal mechanisms through which globalization has shaped green economy policies in Saudi Arabia and the UAE.
