چکیده

مطالعات تاریخی نشان دهنده نقش کلیدی نخبگان در تحولات اجتماعی، سیاسی، اقتصادی و فرهنگی است. توجه بسیاری از کشورهای پیشرفته و توسعه یافته حاکی از آنست که نخبگان کشور بویژه نخبگان سیاسی حاکم با ایفای نقش اساسی خود در فرایند تصمیم گیری امور و اداره کشور تاثیر مهم در فرآیند توسعه ایفا می‌کنند هدف این پژوهش، نقش و جایگاه نخبگان غیررسمی و تعامل آنها با نخبگان رسمی-دولتی در توسعه سیاسی و اقتصادی کشور بعد از جنگ تحمیلی تاکنون می‌باشد. در جامعه آماری این تحقیق در بخش کیفی شامل 30 تن از خبرگان، اساتید و نخبگان محلی بودند. روش نمونه‌گیری برای بخش کیفی تحقیق از نوع غیر تصادفی وگلوله برفی می‌باشد و حجم نمونه تا زمان اشباع نظری ادامه پیدا می‌کند. و همچنین در قسمت کمی، 384 نفر از نخبگان محلی استان ایلام می‌باشد. برای تجزیه و تحلیل داده‌ها از نرم‌افزارهای SPSS و آموس با روش تحلیل عاملی و معادلات ساختاری استفاده شده است. یافته‌های پژوهش نشان می‌دهد که احساس امنیت سیاسی، انگیزش، شایسته سالاری در جامعه، توسعه گرایی، بافت جامعه اسلامی، فرهنگ سازی، فضای رقابت علمی، جهت گیری استراتژیک و نهادمندی سیاسی از عوامل موثر بر توسعه سیاسی- اقتصادی استان ایلام با توجه به نقش نخبگان رسمی می باشد.

Explaining the model of factors affecting the political-economic development of Ilam province

With emphasis upon the role of official elites

Abstract

Historical studies show the key role of elites in social, political, economic and cultural developments. Due attention of many advanced and developed countries indicates that the elites of the country, especially the ruling political elites, play an important role in the process of development through their crucial role in decision making and administration of the country.

The statistical population of the research in qualitative part of it includes 30 experts, professors and local elites. The sampling method for qualitative method of the research is nonrandom and snowball approach, and the sample volume continues until the time of theoretical saturation. And also in qualitative part the sample encompasses 384 people from the local elites of Ilam province.

For data analysis, Spss and Amos software were used with structural equation factorial method.developmentalism, the structure of Islamic society, culture building, the atmosphere of scientific competition, strategic orientation, and political institutionalization are among factors affecting political and economic development of the Ilam province with due attention paid to the role of official elites.
