چکیده
انچه ابن خلدون در مورد چرخه ظهور و سقوط عصبیت در حکومت های قبیله ای می نویسد در مورد ایران صدق نمی کند چراکه وجود طبقاتی چون دهقانان نهاد هایی چون وزارت سازههای چون قنات رسومی چون وقف باعث شده است در ایران مبانی حکومت مندی فضاهای تنفسی داشته باشد که خارج از تکنیک های تغلب استبدادی تعریف شود برای نمونه می توان به متن سیاست نامه خواجه نظام الملک اشاره کرد که دران علی رغم داشتن روحیه اشاعری و حکمت عملی اندرزی ایرانشهری شیوه های بسیار خردورزانه ای از اعمال و محدود کردن قدرت را ترسیم می کند ایرانیان علاوه بر فقه حکمت عرفان شیوه ای به نام اندرزنامه نویسی داشته اند که میراث تداومی ایران باستان ان هاست ودر این شیوه تکنیک هایی برای حکومت مندی پیشنهاد و پیاده کرده اند که با انکه در عصر حکومت مندی متافیزیک به سر می برد اما نشانه های واقع گرایی و مصلحت گرایی از چرخش امور عمومی را در خود جای داده است این مقاله با استفاده از ادبیات تئوریک حکومت مندی به دنبال ترسیم تکنیک های اعمال قدرت و محدود کردن قدرت در سیاست نامه خواجه نظام الملک می باشد و با ارائه یک مدل تئوریک به نقد و ارزیابی ان می پردازد .

Ibn Khaldun wrote about cycle of zealotry collapse at tribal government, this discussion applies in the Iran due to peasant classes, institutions as ministry of subterranean. Customs like endowedment caused that in Iran, Foundations of government will have the breathing space that is defined outside the tyrannical fraud techniques. For example the text of Nizamolmulk Policy Paper noted that it drew despite having the wisdom and practical sermons Iranshahr and applying of very intellectual approach and limiting the exercise of power. In addition to law, philosophy, mysticism, Iranian has another method that called Andrznamh and it is the legacy of ancient Iran. Techniques and practices for implement have been proposed. In the metaphysical era, we have seen signs of realism and pragmatism in general circulations. In this paper, we draw Nero model to evaluate and critic by using techniques drawn from the literature for power classification and limiting power policy of Khaje Nizamolmulk
