چکیده

افغانستان از حمله آمریکا در سال 2001 و سقوط طالبان تا تسلط دوباره طالبان در سال 2021، تحولات جدیدی را تجربه است. نتیجه این تحولات و بحران ها نه تنها موجب تغییر مناسبات و روندهای گذشته در ابعاد مختلف نشده بلکه در نهایت تسلط دوباره طالبان بر افغانستان را در پی داشته است. نظرات زیادی با هدف تبیین این تحولات بیان شده که بخش عمده‌ای از آن خلاء قدرت ناشی از خروج شتاب‌زده آمریکا را دلیل اصلی سقوط دولت ملی و قدرت‌یابی دوباره طالبان می‌داند. اما به نظر می‌رسد این امر فقط شتاب‌دهنده به این تحولات بوده است. بر این اساس مقاله حاضر با هدف تبیین دلایل تسلط دوباره طالبان بر افغانستان از نظریه ادواری دکمجیان بهره گرفته است. سوال پژوهش آن است که دلایل تسلط مجدد طالبان بر افغانستان بر اساس نظریه ادواری دکمجیان چیست؟ روش پژوهش کیفی و از نوع تحلیل اسنادی و ابزار گردآوری داده ها، فیش برداری است. یافته‌های پژوهش نشان می‌دهد که بحران‌های اجتماعی ناشی از محیط بحران شامل بحران هویت، بحران مشروعیت، سوء‌مدیریت حاکمان و فشار و سرکوب، تضاد طبقاتی، ضعف نظامی و بحران فرهنگ در افغانستان موجب ظهور و تسلط دوباره طالبان بر افغانستان به مثابه پاسخی بنیادگرایانه شده است.

چکیده [English]

The developments of the last two decades in Afghanistan, from the American attack in 2001 and the fall of the Taliban to the Taliban's re-domination of Afghanistan in 2021, brought a new experience to the Afghan society. After the Taliban regained control, most of the analyzes in explaining these developments consider it to be due to the power vacuum caused by the hasty withdrawal of the United States; However, this matter was a matter of acceleration. The current research aims to investigate the underlying causes of the re-domination of the Taliban in Afghanistan. This research used Dekamjian's periodic theory to examine the developments of the last two decades in Afghanistan. The research question is, what are the reasons for the re-domination of the Taliban in Afghanistan based on Dekamjian's periodic theory? The research method is descriptive-explanatory and library and document collection method. The findings of the research show that the social crises caused by the crisis environment, including identity crisis, legitimacy crisis, mismanagement by the rulers and pressure and repression, class conflict, military weakness and cultural crisis in Afghanistan have led to the emergence and re-dominance of the Taliban in Afghanistan as a fundamentalist response.
