Abstract

this article focuses on examining the status of women's political development within the recent development programs of the country. It employs the theoretical framework of institutionalism to analyze this position, exploring the associated theories, concepts, and evidence. Given the importance of women's participation in political development, it is crucial to gain a better understanding of the challenges and opportunities they face in this domain. Through thematic analysis, utilizing the theoretical framework of institutionalism and Amartya Kumar Sen's theories of capability and capacity, this research specifically analyzes the position of women in Iran's fifth and sixth programs of economic, social, and cultural development. The analysis emphasizes the role of women in promoting the fundamental principles of democracy within development programs, including their involvement in decision-making processes and the recognition of their citizenship rights and personal and public freedoms. Consequently, this research examines the position of women in the country's fifth and sixth development programs, analyzing the objectives, impact, strengths, and weaknesses of these programs based on Amartya Sen's theories and the concept of people's ability to access resources, such as basic education, a free media, free participation in elections, and civic rights.s.
