Abstract
Governments are always protested by other elements. In some cases, this protest is carried out by elements within the political order and using defined tools, and in some cases, this protest is carried out by elements outside the political order and by unconventional means. In 2023, after the death of Mehsa Amini, widespread protests took place throughout Iran. If consider this protest along the lines of the protests of 2017 and 2019, we can see the increasing scope of protests in Iran in recent years. Considering the destructive effects of some protests on the society, knowing the nature of the2023 protests can help to prevent the occurrence of protests in the future; Therefore, this issue has been the main goal of the present research. The method used in the research was the grounded theory method, which was used to collect the opinions of elites using interviews, and then it was coded in three levels: Open Coding, Axial Coding, and Selective Coding. Finally, the results of the research showed that the protests of 2023 were a type of Rebellion and if the issues that led to it are not resolved, the Iranian society will witness such riots again in the future.
