Abstract
The present study, by studying texts, sources, and documentary data with an applied purpose and an analytical-descriptive method, answers this question: Why do provinces of country not have an equal share of parliamentary seats relative to their population, and is there no equal opportunity to elect a representative in constituencies? The results of theoretical foundations and descriptive comparative analysis of research data showed that parliamentary electoral district system is harmful due to political electoral approach to increasing number of representatives, requirements of official structure and the independent body responsible for drawing and reforming constituencies and increasing representatives, the fair distribution parliamentary seats among provinces and constituencies, the surplus representatives and shortage of representatives, delay increasing the number parliamentary representatives, and failure to convert the factors stated Article (64) Constitution and Clause "One" General Election Policies into measurable criteria in increasing the number representatives and in creating electoral justice and reforming and redistributing the number of representatives provinces and constituencies. In order fairly distribute representatives among provinces and constituencies and provide equal opportunity to elect representatives in constituencies, it is necessary to review number representatives of provinces and constituencies based on national average one representative for every 280,443 people in population
