مطالعه تطبیقی آرای مرتضی مطهری و آیزایا برلین در باب آزادی؛ مبتنی بر مؤلفههای کنشگر، مانع و غایت
در این نوشتار سعی شده با رویکردی تحلیلی و با اتخاذ تعریف تعدیلیافته مککالوم از آزادی بهعنوان چارچوب نظری به مقایسه تطبیقی آرای مرتضی مطهری و آیزایا برلین در باب آزادی پرداخته و مسیر متفاوت ساخته شدن این مفاهیم را نظاره کرد. بر این اساس در ذیل مؤلفه «کنشگر انسانی»، به مقایسه مباحث انسانشناسانه دو اندیشمند پرداخته، در ذیل مؤلفه «مانع» به موانع ایجابی- سلبی آزادی که کنشگر از آنها آزاد است- نیست پرداخته و در پایان در ذیل مؤلفه «غایت»؛ به مقایسه اهداف و غایاتی که هر یک از این دو اندیشمند از آزادی دارند پرداخته شد. در نگاه برلین ازآنجاکه انسان موجودی نامتعین است و میبایست خود، به وجود خویش تعین بخشد؛ آزادی، ارزشی ابزاری به حساب نیامده و خود غایت است. آزادی اولویتدارترین ارزش محسوب میشود، زیرا قرار است فرد با استفاده از آن وجوه ناقص و ناکامل و نامتعین خویش را بنا به میل و اراده خود تحقق بخشد. اما در نگاه مرتضی مطهری ازآنجاکه انسان موجودی فطرتمند است که سرشتی بالقوه متعین داشته و لذا دارای غایاتی مشخص است، آزادی اعتبار میشود تا فرد بتواند در مسیر رشد و تکامل خود گام بردارد. یعنی آزادی ابزاری است که انسان صرفاً با استفاده از آن میتواند به غایات والای خود دست یابد.

سنجش شاخص های مردم سالاری در جمهوری اسلامی ایران (1358-1392)
هدف نوشتار حاضر بررسی روند تاریخی مردمسالاری بعد از انقلاب اسلامی با بهرهگیری از الگوی پولیارشی رابرت دال و سنجش شاخصهای سهگانه مشارکت سیاسی، رقابت سیاسی و نظارت سیاسی ازیکسوی و ترکیب آنها باهم با استفاده از تکنیک ترکیبی جبر بولی بهمنظور آزمودن سیر تاریخی نامبرده است؛ با تقسیمبندی تاریخ بعد از انقلاب اسلامی به چهار مقطع زمانی دوره اول (1357 تا 1360)، دوره دوم (1360 تا 1376)، دوره سوم (1376 تا 1384) و دوره چهارم (1384 تا 1392)، یافتههای نوشتار حاضر نشان میدهد که میزان مردمسالاری به جزء در دوره اول که دارای بیشینه بوده در دیگر دورهها سیر تاریخی مردمسالاری داری حرکت سینوسی (فرازوفرود) بوده است اما با حرکتی سینوسی به سمت بالا. علیرغم وجود آثار فراوانی که عمدتاً بهصورت کیفی یا به بررسی جنبههایی از این موضوع پرداختهاند، نوشتار حاضر در تلاش بوده تا به صورت روشمند و با رویکردی کمی و ترکیبی جنبههای مختلف این مهم را مورد بررسی قرار داده و بدین نتیجه دستیافته که روند تاریخی مردمسالاری در ایران بعد از انقلاب اسلامی در حال بهبود و پیشرفت است و با تأسی از نگاه جامعهشناسی تاریخی احتمالاً در آینده نیز چنین خواهد بود.

ساختار نظام بین الملل و سیاست ترکیه در برابر داعش
هدف این مقاله بررسی تغییر در استراتژی ترکیه در قبال داعش از حمایت به مبارزه است. به منظور فهم این موضوع از رویکرد ساختار نظام بینالملل که تلفیقی از ساختارِ سیطرهجویانه منطقهای و ساختارِ طردکننده فرامنطقهای است، استفاده شده که نشان میدهد چرا ترکیه به این تغییر بزرگ دست زده است. بدین منظور با گردآوری منابع کتابخانهای و اسنادی، از روش توصیفی- تحلیلی استفاده شده است. یافتههای تحقیق نشان میدهد به دلیل الزامات ساختار منطقهای ناشی از قدرتگیری کردها، محور مقاومت و روسیه به عنوان نیروهای سیطرهجوی مقابل ترکیه از یکسو و فشارهای سیستمی فرامنطقهای ناشی از اعتبارزدایی ترکیه در برابر امریکا، اتحادیه اروپا، نهادها و افکار عمومی جهانی از سوی دیگر، ترکیه ناچار به چرخش استراتژیک در سیاست خود مقابل داعش شده است. بنابراین، این نوع تجدیدنظرطلبی از یک سنت واقعگرایانه مبتنی بر بازیابی قدرت و امنیت ملی سرچشمه میگیرد نه از سنت انقلابیگری مبتنی بر اراده واقعی برای مبارزه با تروریسم.

بازنماییهای سازهانگارانه منطقهگرایی اوراسیایی در گفتمان اوراسیاگرایی روسیه
منطقهگرایی اوراسیایی یک پدیده واحد از بازنماییهای سازهانگارانه متفاوتی در کلانگفتمان هویتی اوراسیاگرایی روسیه برخوردار بوده است. این بازنماییها، در کشاکش ارتباط ساختی دوسویه میان هویت و منافع روسیه تولید شده است. با توجه به شدت و عمق مرزگذاریهای هویتی با دگرهای داخلی و خارجی در میان روایتهای مختلف گفتمان هویتی اوراسیاگرایی، شکلهای متفاوتی پیدا کرده است. برتری/ فروتری مستمر در جایگاه تعیینکنندگی روایتهای مختلف اوراسیاگرایی، روسیه را به شکل بیوقفهای درگیر فرایند سازوارسازی میان رفتار منطقهای و نظامهای معنایی کرده است. این موضوع، متناسب با ساخت- گسست یکسانانگاری یا دگرپنداری هویتی از منطقهگرایی اوراسیایی، اهمیت این فرایند و ترجیحهای رفتاری نسبت به آن در سیاست خارجی روسیه را به ترتیب گرفتار چرخههای دوگانه فروگذاری/ تأکیدگذاری و همکاریجویی/ سلطهطلبی کرده است. مقاله پیشرو، در پاسخ به چرایی رخداد و تکرار این چرخهها، با کاربست نظریه «منطقهگرایی سازهانگارانه انتقادی»، در پی ارزیابی راستی/ ناراستی این انگاره است که: بازنماییهای سازهانگارانه متفاوت از منطقهگرایی اوراسیایی در روایتهای مختلف کلانگفتمان هویتی اوراسیاگرایی روسیه، موجب رفتارهای متفاوت در سیاست خارجی این کشور نسبت به منطقهگرایی اوراسیایی شده است.

آثار اقتصادی برداشت و سوء برداشت رهبران چین؛ بررسی تطبیقی دوره مائو تسهدانگ و دنگ شیائوپینگ
با توجه به نفوذ چشمگیر مائوتسه دانگ و دنگ شیائوپینگ در دوره رهبریشان بر جمهوری خلق چین، باورها و نظریهها و برداشتهایشان از محیط عینی بینالمللی تأثیری گسترده بر زوایای مختلف حیات و رفتار سیاسی چین داشته است. این مقاله بر آثار و نتایج اقتصادی باورها و برداشتهای مائوتسه دانگ و دنگ شیائوپینگ از محیط عینی بینالمللی متمرکز است و با روش تبیینی و از چشمانداز رهیافت نظری، برداشت و سوبرداشت در سیاست بینالملل رابرت جرویس به بررسی این فرضیه پرداخته است که برداشتها و سوبرداشتهای مائوتسه دانگ و دنگ شیائوپینگ در دورههای رهبریشان بر جمهوری خلق چین، تأثیر تعیین کنندهای بر سیاستگذاریهای اقتصادی این کشور داشته است به طوری که برداشتهای مائوتسه دانگ به سیاستهای اقتصادی کمونیستی و برداشتهای دنگ شیائوپینگ به سیاست بازگشایی و رفورمهای اقتصادی منجر شده که آثار و نتایج متفاوت اقتصادی برای چین به بار آورده است. یافتههای مقاله نشان میدهد که برداشتهای دنگ شیائوپینگ از محیط عینی بینالمللی عامل تعیین کنندهای در تمرکز چین بر ارتقای استانداردهای زندگی شهروندان و ظهور اقتصادی و نظامی جمهوری خلق چین است که سبب کاهش چشمگیر فقر، افزایش ثروت، قدرت و تقویت امنیت ملی چین شده است.

رویکرد چین در بحران سوریه و جایگاه احتمالی آن در سوریه پسابحران
چین از اوایل دهه 1980 برای مصون ماندن از پیامد بحرانهای بینالمللی به سیاست خارجی کمهیاهو روی آورده است. بر این مبنا بیجینگ در عین همسویی با روسیه و ایران در بحران سوریه، مایل به پرهیز از تنش با طرفهای مقابل نیز بوده است. لذا رفتار چین در سوریه به نوعی در مقابل آمریکا و متحدانش قرار دارد؛ اما این به معنای ورود چین به رقابتهای ژئوپلیتیکی نیست. اگرچه بیجینگ بهطور مستقیم درگیر بحران سوریه نشده است اما درصدد کسب جایگاه اقتصادی مناسب در دوران پسابحران است. دستیابی به هدف مذکور نیازمند یک الگوی رفتاری ویژه است. از اینرو جای پرسش است که رویکرد چین در بحران سوریه چگونه بوده است؟ و نقش این کشور در سوریه پسابحران چگونه خواهد بود؟ در چارچوب نظریۀ موازنه نرم و با استفاده از روش توصیفی- تحلیلی این فرضیه بررسی شده است که «چین بهطور غیرمستقیم به موزانه قوا در سوریه کمک کرده است. اما بیجینگ بیش از اینکه نگران سرنوشت سیاسی و ژئوپلیتیکی سوریه باشد درصدد تقویت جایگاه اقتصادی خود در سوریۀ پسابحران است.» شواهد حاصل از این پژوهش نشان از تقویت جایگاه احتمالی چین در سوریه پسابحران دارد.

مؤلفههای بحرانزا در روابط اتحادیه اروپا و ایالاتمتحده در دوران ترامپ (2017-2018)
جایگاه روابط فراآتلانتیکی در ساختار اصلی نظام بینالملل و نقش این روابط در شکلدهی به رویههای قدرت از اهمیت بالایی برخوردار است. اهمیت این روابط در جریان جنگهای جهانی و پس از جنگ سرد نمود بیشتری پیدا کرده است. دو طیف قدرتی که در ساختارهای نظام بینالملل بیشترین میزان هماهنگی را با یکدیگر دارند؛ اما این روابط در دوران ترامپ شکل دیگری به خود گرفته و در برخی از موارد موجب تزلزل شده است. هدف از این پژوهش بررسی مؤلفههای بحرانزا در روابط یعنی ایالات متحده و اتحادیه اروپا در دوران ترامپ میباشد که میتوان آنها را در توافقنامه پاریس، روابط امنیتی و دفاعی مشترک، مسئله صلح خاورمیانه و برجام بیان کرد. پرسش پژوهش این است که چه مواردی بهعنوان مؤلفههای بحرانزا در روابط اتحادیه اروپا و ایالات متحده در دوران ترامپ وجود دارد؟ فرضیه این است که آنچه در سیاست خارجی ترامپ بیشتر نمایان شده است، واگرایی در زمینههای مختلف با اتحادیه اروپا میباشد که مهمترین مؤلفههای بحرانزا در سیاست خارجی وی عبارتاند از؛ سیاستهای دفاعی و امنیتی، توافقنامه هستهای، مسئله صلح خاورمیانه و توافقنامه پاریس. روش پژوهش در این مقاله توصیفی- تحلیلی است و برای گردآوری اطلاعات نیز عمدتاً از روش کتابخانهای و مطالعه سایتها استفاده شده است.
