Explaining the model of factors affecting the political-economic development of Ilam provinceWith emphasis upon the role of official elites AbstractHistorical studies show the key role of elites in social, political, economic and cultural developments. Due attention of many advanced and developed countries indicates that the elites of the country, especially the ruling political elites, play an important role in the process of development through their crucial role in decision making and administration of the country.The statistical population of the research in qualitative part of it includes 30 experts, professors and local elites. The sampling method for qualitative method of the research is nonrandom and snowball approach, and the sample volume continues until the time of theoretical saturation. And also in qualitative part the sample encompasses 384 people from the local elites of Ilam province.For data analysis, Spss and Amos software were used with structural equation factorial method.developmentalism, the structure of Islamic society, culture building, the atmosphere of scientific competition, strategic orientation, and political institutionalization are among factors affecting political and economic development of the Ilam province with due attention paid to the role of official elites.Key words: development, political, economic, elites, Ilam province

The root of the nature, the reasons and the quality of sociopolitical leaders' thought is hidden in their epistemological system. Understanding this system helps to recognize the influential components in analyzing sociopolitical issues from the viewpoint of the person. Although there are many scientific works regarding the thoughts of Ayatollah Khamenei, there has not been a work which investigates his epistemological system in analyzing sociopolitical issues. Using a descriptive-analytical method and having an epistemological approach, seeks to discover the epistemological system of Ayatollah Khamenei in sociopolitical issues. In answering the question that what criteria Ayatollah Khamenei uses in analyzing sociopolitical issues, we came to the conclusion that his epistemological system analyzes the sociopolitical issues by relying on the four processes of recognition that is the possibility of recognizing political issues, the capability of accepting the truth or falsehood of political events, the possibility of recognizing the true political event from the false one and the relationship between political events. The most important distinction of his epistemological system from that of other political analysts is the combination of experiential data with logical evaluations and revelational adjustment.

The New political Systems seek mobilization and Maximizing political participation of their citizens. This process can strengthening the relationship between the political system and the people in order to facilitate the continuation of the political system, through obtaining political legitimacy of government. It is clear that in the Islamic political system the doctrine of “Enjoining Good and Forbidding Evil " Plays a major role in political development, The Holy Quran, and Hadith Texts, and Article VIII of the constitution of the Islamic Republic of Iran, are sources for this doctrine. Three spheres of People-people (Parallel)) People-rulers (Opposite Ascending) and Rulers – people (Opposite Descending) in these teachings are what distinguishes the religious democracy from liberal democracies. This paper tries to develop this hypothesis that the realm of people – rulers is forgotten in enforcing teachings or Enjoining Good and Forbidding Evil. Therefore, this paper relying on interpretive method and with taking advantage of the use of theory of religious democracy concludes that the revival of the third realm needs to log in the political culture of the Muslim community among people, intellectuals, and Political elites.
